Help with an photoshop action

Well due to my job and life issues, I barrely have time to do anything related with scanlation 
. So, I was trying to make a new action from an old PS action (I guess is from here? 
) Yea I'm not shure about this 
. But my plan is to learn how to do manually this action and create a new one, with a video explaining how this action works and at the same time beign able to edit those values while the action is running, so I can make an all terrain action.
